When Mark Taylor says the other three (Bill Clinton, Bush Junior and Obama) “will be shaken”, it means that their crimes will be exposed and that they will be made to answer for their crimes. That might even involve one or more of them being arrested for treason.

This prophecy was for February 2018 and did not come to pass so your prophet is false.
